Coal power plants are better if you have a supplier of coal. However, not everyone can just buy coal from the live market (Shortage of resources becomes a factor.) so solar is the best option for full idle, "I have no market connections" type of people.
 
  
uu tech used to make coal better than Solar in terms of grabbing coal detector uu but for a self-sustain build, coal detector uu is slightly worse than just pure solar farm. This may change if an update makes + assets also usable like regular items.
