The regional legislator chooses which policies to enable in a region.
To become the regional legislator, you must join the weekly ballot with $$joinballot (costs $10,000,000). You can vote for others in the ballot with $$voteballot <mention user> and check the ballot status with $$ballot. If you have the most votes at the end of the balloting period you will become the new regional legislator.
