Regional legislator

The players in the region can join the weekly ballot with $$joinballot and vote the ballot with $$voteballot <mention user>. Also can check the status of the ballot with $$ballot
The regional legislator can control the policies with enabling and disabling them. The only requirement of the control is the region office must be built to access to enable and disable regional policies.
